IP address in use

I am having trouble with my computer freezing and/or moving slow.  After rebooting my computer to see if that would help, the message below came up.  Is the IP address to do with you or TDS?
 
Another device on the network is using your computer’s IP address (192.168.0.3).  Try connecting again later. If you continue to have problems, change the IP address of this computer or the IP address of the other device. Contact the network administrator if you need more information.

  1. Recommended she see if her PC was using a static. She has a Mac, probably not. I suggested she reboot all the PCs/Macs/printers so they can request new IPs. Most likely the DSL router rebooted and it’s forgotten what IPs it handed out previously.
